The main element of this concept is the creation of the Cultural and Art and Museum Complex "Mystetskyi Arsenal" located on the territory of the Old Kyiv-Pechersk fortress (citadel) - a monument of urban development of national importance. It is planned to place the historical section of the cultural heritage of Ukraine for several millennia on the exhibition grounds, using artifacts and modern multimedia presentations. The specially designated areas provide for the creation of conditions for the possibility of exhibiting masterpieces of world art with the provision of appropriate safety standards and requirements for such premises.

The territory of the complex is divided into the historical zone (with the entrance to Arsenal, the shafts and Lavrskaya streets, and the creation of a peculiar spirit of the 18th and 19th centuries) and modern, with the construction of a complex of servicing facilities abroad, the interior parts of historic earthen ramparts.
